गार्ड प्रमाण - पत्र 

धारा 55/1 : इस धारा के अनुसार रेल से यात्रा करने के लिये यात्री के पास उचित टिकट या पास होना चाहिए.

धारा 55 /2 : इस धारा के अनुसार यदि यात्री किसी कारणवश टिकट प्राप्त करने में असमर्थ है, तो अधिकृत रेल कर्मचारी बिना टिकट यात्रा आरम्भ करने के लिए अनुमति दे सकते है, इस शर्त पर कि मांग किये जाने पर किराये का तुरंत भुगतान किया जायेगा. ऐसी परिस्थिति मे जारी किये जाने वाले प्रमाण पत्र को गार्ड प्रमाण पत्र कहते है. जिन स्टेशनों पर प्लेटफार्म टिकट जारी किए जाते है, वहाँ वैध प्लेटफार्म टिकट प्रस्तुत करने पर ही गार्ड प्रमाण पत्र जारी किया जायेगा.

गार्ड प्रमाण पत्र का नंबर वाणिज्य 164 बी होता है.

निम्नलिखित रेल कर्मचारी गार्ड प्रमाण पत्र जारी कर सकते है - 

1.यात्री गाडियों के गार्ड.

2. टी.टी.ई./कन्डक्टर.

3. कुछ प्रमुख स्टेशनों के प्रधान टिकट संग्राहक.

गार्ड प्रमाण पत्र एक क्रमांकित पुस्तक होती है. प्रत्येक पन्ने पर सीरियल नंबर छपे होते है. एक ही नंबर के तीन पन्ने होते है- 

1. रिकार्ड 

2.यात्री /टी.टी.ई.

3. लेखा 

इसमें से यात्री पन्ना टी.टी.ई. को दिया जायेगा जिसके आधार पर रसीद जारी  की जायेगी. रसीद का नंबर गार्ड प्रमाण पत्र के तीनो पन्नो पर लिखा जायेगा. लेखा कार्यालय का पन्ना माह के अंत में लेखा कार्यालय को भेज दिया जायेगा.

निम्नलिखित परिस्थितियों में गार्ड प्रमाण - पत्र जारी किया जा सकता है- 

1. यात्री व्दारा बताये गये कारणों से संतुष्ट होने पर बिना टिकट यात्रा आरम्भ करने के लिए.

2. निम्न श्रेणी के टिकट पर उछ श्रेणी में यात्रा करने के लिए.

3. साधारण गाड़ी के टिकट पर मेल / एक्सप्रेस गाड़ी से यात्रा करने हेतु.

4. गंतव्य स्टेशन से आगे यात्रा बढाने के लिए.

5.विराम स्टेशन पर नि: शुल्क छूट से अधिक  सामान बुक करने के लिए.

6. बिना बदले सैनिक बारंट आई. ए. एफ. टी - 1707, 1752, 1720 ए, 1728, 1736 इत्यादि के बदले में.

7. उच्च श्रेणी के टिकट पर निम्न श्रेणी में यात्रा करने के लिए बाध्य होने पर.

8. एक निश्चित आरक्षण टिकट पर कुछ यात्रियों व्दारा यात्रा न करने पर.

9. पशुधन के लिये.

10. वातानुकूल उपकरण मार्ग में खराबी होने पर.

11. वातानुकूलित श्रेणी में विस्तरबंद की पूर्ति न करने पर.

निम्नलिखित परिस्थितियों में गार्ड प्रमाण पत्र जारी नही किया जायेगा - 

1. मुंबई उप - नगरीय विभाग पर.

2. शाखा लाइनों पर.

3. पी.टी.ओ के बदले में.

4. रियासती आदेश के बदले में.

5. बिना बुक / आंशिक बुक सामान के लिए (अपवाद : विराम स्टेशन से सामान)

Guard Certificate (G.C.)

Section 55/1: As per this section passenger should have a proper ticket or pass for

                      travelling by rail.

Section 55/2: As per this section if any passenger is unable to purchase ticket due

                      to some reasons, authorised railway employee can permit him to

                      commence journey without ticket on condition that, he should pay

                      the fare immediately on demand. The certificate issued in such 

                      condition is known as Guard Certificate. At stations where

                      platform tickets are issued, GC is issued only on producing valid 

                      platform ticket.

The number of Guard Certificate is COM.164 B.

Following Railway employees can issue Guard Certificate-

1. Guard of passenger trains.

2. TTE/conductor.

3. Hd.TC. of important stations.

Guard certificate is a numbered book with serial numbers printed on each

page.

 There are 3 foils of each number:-

1) Record,

2) Passenger / TTE,

 3) Accounts.

Passenger foil is handed over to TTE on the basis of which EFR will be issued.

EFR number is written on all 3 foils of the guard certificate. Accounts foil is sent to

accounts office at the end of the month.

G.C. can be issued in the following circumstances -

1. For commencing journey without ticket on being satisfied by reasons given by

passenger.

2. For travelling in higher class on a lower class ticket.

3. For travelling in Mail / Express train on ticket of an ordinary train.

4. For extending journey beyond destination.

5. For booking luggage in excess of free allowance at halt stations.

6. On un-exchanged military warrants IAFT - 1707, 1752, 1720A, 1728, 1736 etc.

7. When higher class ticket holder is forced to travel in lower class.

8. On Confirm reservation, if some passenger are not travelling.

9. For Live Stock

10. In case of AC Failure en-route.

11. Non supply of bed rolls in AC classes.

G.C. is not issued in following circumstances-

1. On Mumbai suburban section.

2. On Branch lines

3. In exchange of PTOs.

4. In lieu of concession orders.

5. For un-booked / partially booked luggage (exception : luggage of Halt

stations)
